Rentacoder ?

I just graduated from college and Rosalind describes building your site around something you know a lot about. Well, frankly, I know a whole lot about the bar industry( I worked at 6 different ones for 6 years), So, hypothetically, If i wanted a site about...drinking games, and I wanted to sell drinking board games. How would I go about asking for that at rentacoder.com. It seems as though I could explain it with words, but how could he/she that bid on the project ever know what pictures and images I wanted on my site. It seems as though I would need to build it myself. I guess my real question is would my description of what I wanted look like this:

I Want the top left corner to read "BeerBoardgames.com" with a white background. Then I want a column on the left to read off different catagories including: blah, blah, blah, etc. that lead to there own sub pages. And at the bottom of each page I want the usual contact link, etc, etc.

Does this sound right, of course I would go into more detail with my eventual idea of a product? If Im way off, then how does someone get a site up the way they want it without knowing HTML. I have money to spend on it, I just need to know who to pay and how to have done what i would like done.

Please Help.
