keyword question

Ok I'll preface my question, that I like most us am new at this.
Now for the question.
The keywords I hear about having to pay for, is that for the goolge adense program. or do you have to buy key words to insert into your webpage.when setting it up.
Example: <meta name="keywords" content="Art,Digital Art,Photography,Traditional Art,Community Art,Skins,Themes,Poetry,Prose,Applications,Wallpapers,Online Art" />

Oh and do you have to do this each page as well,?

You should have keyword meta tags on each page of your site related to the topic of the individual page.

You don't need to pay for those.

You may wish to read the extensive section on pay-per-click advertising in the Super Affiliate Handbook. Otherwise, there is quite a bit of info regarding PPC on the site here as well.
