Commission Junction - How to sign up?

I was trying to sign up to Commission Junction as outlined in the Affiliate handbook but couldn't find the sign-up option, they have a login for existing clients but couldn't find a way to create a new account. I noticed the layout has changed somewhat from the pictures in the handbook so I'm suspecting maybe they aren't allowing new sign ups anymore....does anyone have any info about this?

It can be found by clicking on the "Publishers" link on the header menu.
